HHH and the Rock were both multiple time champions and at the top of the world when Flair and Hogan came to the WWE so of course they wouldn't get jobbed out. But they still showed them deep respect for example, Triple H giving Flair his World Heavyweight Title belt for his birthday or Rock asking Hogan to entertain the fans after their match at WM18.
If I was a mid carder, like I would turn down the chance to go toe to toe with the Rock on the mic, and for me to take his signature moves afterwards. I'll be marking out on the inside.

Compare Xavier Woods (and hes my dude) to Rock/Flair/HHH brehs.
This was their role. If this was a feud and a match up then yes, you can say it would be good to go toe to toe instead of being fodder.
But guess what?
New Day entire role was played perfectly as fodder and I can tell they had a blast doing it.
Everything does not have to be about toe to toe match ups to see dreams being made. Im sure New Day enjoyed the nice change of not having to face Usos and Dudleys in meaningless matches on RAW for a week.

If nikkas gonna legit catch feelings over what is said in a scripted show, you shouldn't have even signed on the dotted line to begin with. This is the WWE. There will be slander in some shape or form.
