last year he averaged damn near 11 assists on a terrible suns team and this year he's barely over 7

The perimeter players consistently miss WIDE OPEN shots, and it wasn't until the past month or so that guys started consistently cutting to the basket.
Also gotta factor in Dwight not running the PnR properly and how often passes to him result in a turnover or a trip to the line.
Nash's role has been different but his level of player has been fairly consistent with last year. The team has just taken a LOT of time adjusting to playing with each other.
With all that said the Lakers offense is actually one of the better ones in the league. The majory flaws are FT shooting and streaky 3 point shooters.
