Mueller and his team need their security clearance to complete the investigation they are tasked with...

Under no circumstances can revoking their security clearance be allowed and if congress does not act accordingly then the military must step in to defend the country...

Trump is already testing teh waters to see how far he can go to end the investigation. Anything they want to do they float in the press to see the reaction from Republicans in congress and the public. Pulling security clearance from retired personnel was one step to trying to pull it from active personnel. Once thats normalized, then he'll move on to the investigators. But, I honestly think it's too late at this point. Mueller's already collected all the info he needs to bring Trump down. Even if it's not the Russian investigation, it'll be all the money he laundered for the Russian that got him out of $5billion in debt , and probably other financial deals he's made with Putin using the Presidency

The reason why the Dems don't explicitly mention impeachment is because they don't want Trump to give his base a reason to turn out even more to protect him.
