It's lucky it was organized by church folk instead of capitalists and atheists. Someone has to pay for all the bribes and supplies and basic intel to allow a prisoner to escape from the deeps of Mississippi to the freedom of Windsor. Following the North Star and your heart without a support network just gets you beat when the paddyrollers come on you with their dogs the next day -- and they will come across you.
I see your philosophical point, and the compassionate side of me agrees with it.
The part of me that has to deal with ghetto mentality non-blacks at my day job tells me that people don't appreciate that which is not 'earned'. There's an entirely different mentality between those I interact with who have to work for a check, and those who just wait on a check for the same amount. I can hear you, you'll say that being a slave, by itself, is all the 'earning' one has to do. I'd have to respond that that's only the case if the slave wants to be free.
Besides, give them out willy nilly, and suddenly 'inflation' hits the freedom paper concept. The market is flooded, and in response slave owner lawmakers destroy freedom papers because they're not worth anything anymore and their value can't be trusted; slave owner lawmakers replace freedom papers with something worse. No one wins.
Make counterfeit freedom papers something you have to decide for yourself whether it's worth it to obtain or not, and you sift the folks who really do want to be free out from the folks who'd turn you in to Massa for an extra handful of rice and a pat on the head. It doesn't have to be coyote style extortion, and frankly I don't think it has to be that deep a gouging; but it does have to be something that the recipient is going to feel that they earned instead of was just handed to them. They have to feel that they own it.
If you own it, you're responsible for it. Taking ownership of your life is a form of freedom.
Slaves weren't completely broke, anyway, they just were in a situation like the prostitutes in bondage in current day Israel and Dubai and the US-Mexican border where they can never earn enough to free themselves. You got ten bucks saved up, and Massa and Missus want 300? The price is two and we'll call it even. That'll pay for this this that and the other. Your baby brother is getting the eye from Massa's pedo cousin who is coming around a little too frequently more often? Add a chicken in, and we'll call it a day and get him out, too.
