OP - the answer is defined by a set of prerequisites and standard criteria . . the most important of all (for anyone with any credibility) is catalog. The GOAT is quite simply the one with the greatest catalog
Pretty much the best songs, but that's simplistic as it encompasses a lot.
Pac, KRS, K-Rino, Nas, those type of artists...
They all have large discographies, classic songs, content, substance, depth, timelessness, skill, lyrical ability, songmaking skills, flow, it's everything that goes into making music, a GOAT contender needs to have incredible songs and a good number of them to me.

No I wouldn't say so, I don't think he has the quantity of quality, content, substance, depth, timelessness, skills, even voice to be a GOAT. I like some of Wayne's music, he can be good, but I don't think he's in that tier of artist to be mentioned as a GOAT contender, not the tier below either for me.
