At the very least, you have to hear the devotion to the music in their voice.

Timeless, in the sense that as it gets older your appreciation for it grows, not dwindles.

Unique. To a certain extent rappers all touch on the same subject matter, work with the same or like-sounding producers, etc., but a goat will still manage to have their own, distinct style.

Artistry. The rapper needs to push boundaries in some way. Plenty of rappers come into the the game and will take another's formula. Even if they make if better, they can't surpass the rapper that was behind its creation.

Those are at least some of the qualities I see in all of the rappers I consider goats.
