You have to consider what the woman has going on in her life. If she's in med school or a grad student, she might be justified in canceling plans every now and then and still be into you.

That said, if she makes a prolonged habit of it, she's probably not feeling you much.

They are flakey because they do their best to build 'teams', aka a roster of different guys for different purposes, and if she's busy, she's most likely dealing with one of those other negroes in some capacity. When a woman is young, like has been said, she has a ton of suitors, so she can pull this off.
