There is sounding like you're from a certain region by having a particular accent no problems with that and then there is sounding drunk or retarded a lot of these dudes transcend region.
Slurring their words everywhere not caring if words can be understood, lack of energy and charisma. Lethargic low effort raps, repeating the same lines and rhyming the same word for 5 or more lines outside of a hook, it just appears as a skill deficiency and you shouldn't be a rapper.
