Detroit and a bunch of other decaying cities would need massive migrations of people and serious money.
For a variety of reasons I wouldn't expect those places to come back.

When the culture and enviroment is unattractive you can't pay people to live there. When you can't guarantee your kids will get a good education, can get a job, someone will not burn down abandoned houses, basic public services will be provided, there will not be a chance that you will get shot or killed, etc. there is no possible incentive for people who have hopes based on building something to move in.detroits been trying to lure people to their city with damn near free housing and it's not been working

Become Silicon Valley-East.
Provide massive incentives for tech companies to open hubs in Detroit.
Leverage UM, OSU, PENN, Northwestern, other eastern universities to establish a pipeline of talent into the city.

Detroit
Toledo
Gary
Cleveland
etc.
Those cities are forever f*cked unless illegals start to populate them and bring fresh blood to the area.
