This is what's being speculated, but they think the Trump campaign was feeding US voter demographics information to the Russians. The Russians then turned around and used that information to target voters with those fake news stories (notice how Trump usurped the term "fake news"?) and help the Russians know where to focus their hacking efforts. Russian hackers weren't just spamming fake news, they were going at contested races and districts. No point targeting a district where Demos are up 20%.
