You can upload a short video clip that you want gif'ed, and it converts pretty nicely

Avidemux to edit the clip that I want to use.

Then Faststone Image Viewer to create the file.

Both free programs.

nah. usually when you d-load a Photoshop file "CS(whatever)"

they include the 32 bit and 64 bit versions, it's usually all you need.
