Although he wasn’t the first, Troy Ave has gone on record pretty much admitting this sentiment.

I think when artists realized how powerful beats were and how much money is in music (let’s face it, Music is easy bread these days) it just became the norm.

I think the effort thing kinda started with Big and Jay with not writing anything.. Dudes just had to one up that with how long it took to record..

Pac also notoriously recorded quick

Pac started the rapid recording and Big/Jay started the "I dont write." That marriage of influences produced this Lil Wayne rapid song digital era who have the ability to do multiple verses/songs a day. That rate was literally impossible 20 years ago.

Big Tymers and later Jeezy started the whole "Im not a rapper, Im a *insert word synonymous with hustler*" mindframe.

Like all trends (even the trash ones), it was started by smarter rappers. In this case, Jay and Pac in their attempt to dumb themselves down for the simple-minded and image-driven. Jay with his "i'm not a rapper, I don't write anything down cuz I'm a hustler" nonsense mixed with Pac's simple-simon "I'm in the studio drunk slurring my words over these basic ass rhymes because I'm a [studio rapist] thug". Taken to new woat levels with an actual woat rapper Lil Wayne. Then xeroxed further.
