How would that work? Isn't the tax assessment out of the municipality's hands and determined by the state accessor's office?
Should've phrased my post better.
The County Assessor sets the value, however, the taxpayer and the taxing districts, which is more than likely the school districts since they get the biggest portion of the property tax revenue, can negotiate a value and present it to the County. Municipalities may be open to it because they realize that the property being there can generate an enormous amount revenue for years, the creation of a bunch of jobs for people in the area, and don't want to do anything to scare them off.
So far, they haven't been able to agree to anything and the Assessor doesn't want to budge.
