Is this mandatory? Are people being left behind and isolated from crucial necessities if they don't get the chip? Is is even common enough for it to be a concern?

If you really were concerned about privacy you wouldn't have a smartphone or other electronic device with wireless communication capabilities on you at all times.

Besides if you got the chip and were paranoid, you could just find a little EMP emitter and fire it in the general direction of the chip.. or have it removed.
