Nah, not at all.
He was the king of eclipsing any and everyone on a feature.
He even negated getting renegades to two of the best debut verses probably on a feature in rap history on take'em to war, as well.

G rap was better technical skill wise than anyone at any one given time than anyone in rap.
Especially when he ramped overall skill again in the roots of evil era and again.
Later on the ma barker and the clique era when he started to pocket his flow with more vocal tonality.
Adding to his already lisp vocals that moved him into another realm of being untouched all time.

If not for rakim and krs making damn near classic or in krs's case back to back classics and a feature album with buckshot in surviv skills.
G rap was close to overtaking the title of the goat.

Yet, ra and krs both ramped and distanced themselves way to far out of g rap's realm.
Before that, tho....
You could have made the argument g rap was the goat.
