In other words, the system that created thugs in the first place would still be around. Thus, creating more thugs and single mothers in the next generation.

The resources it would take would be better off spent on a mass relocation effort.
Most planned “projects” inner cities were redlined and set up in such a way that it may be impossible to just hit a reset by getting rid of “bad apples”. Too many bad socioeconomic issues in small spaces.
It might be better off to pull “good apples” out of bad environments, rather than trying to fight fire with fire in bad environments, perpetuating more violence and issues

There is a big infatuation with criminals and criminality fueled by the entertainment industry. Just look at the way we talk and the words we use: "G"," gang", etc.
In order to put an end to this, you need more than violence; you need to rewire the entire thing.

This is just running away from the problem. And I'm sure these new places you'll create will see the same problem arise after a certain amount of time. You'll have blood sets poppin out of nowhere.

It's hard to go to the hood and preach to dudes some ol' "stay in school, do the right thing, stay away from the streets" when folks are poor and need money. You have to be able to offer some of the street cats an alternative way to get money or else they won't be trying to hear you.
If we had more wealth and owned more businesses than we'd have more leverage on the street knuckleheads.

Ask yourself why white suburban neighborhoods don't have this problem. Killers will always exist, but men who are in that gang lifestyle don't have access to the same opportunities that other people do.
Kids grow up with lead poisoning from cheap housing that local government doesn't care about repairing. Their parents don't have time to monitor them because they're either looking for work all day or already working 2 or more jobs to make ends meet. Their teachers can't be bothered to try different teaching strategies, parents don't have access to medical care to assess their kids for learning disabilities. Its a perfect storm that creates men who have no problem throwing their lives away and taking you with them. The conditions that create these kind of people need to be addressed.
Free or cheap contraception, renovations for housing, free job training programs to boost employability, scholarships for kids with potential to capitalize on their performance at school. Afrocentric daycare for those parents who are working and can't pick up their kids from school. Shuttle programs to bus kids from school to after-school activities. Study groups to help those kids that need extra support and to recontextualize the content they're being taught in school so it feels relevant to them. Free school lunches. The black panthers stepped in to do things like this in the past and it transformed the neighborhoods. We need that back.

Parents and family may have to just let them stay in jail, but then you can have community programs and volunteers to go to these jails to help these men develop hope and introspection.
