What's a good budget graphics card for a PC?..

A Radeon 7750 does not need external power so you should be able to put it in any modern PC. Those cards start around $90.

$500-$600 card is going to be overkill unless you're doing computer animation etc.

You won't be maxing out a couple DX11 titles with it. Mostly depends on the AA settings you use and resolution.

750 gb hdd..

stock cooling fan..
