In terms of evolutionary psychology it has always been advantageous for females to have multiple partners, always. The same for men. The only difference in evolution is that men have to care more about women's partners because of the issue of paternity. A woman never has a concern about knowing what child is hers so she is less invested in policing a man's sexuality as a man is a woman's (because he has to be).

1. Women's numbers CAN'T be higher if they're being averaged out.
2. There are MANY reasons people have sex with one another. Sometimes I am really feeling someone. I have a powerful chemistry with a woman and I really want to have sex with her. Why shame a man for his sexual appetite? Why immediately attribute it to some sort of character flaw when it might just be him satisfying banal desires?
3. Sometimes women see guys with a high number or who is at least very sociable and assertive as "social proof" of a guy that's not only safe to sleep with, but someone who has derived value because there is an impulse for women to think, "Well, if that woman found him good enough to sleep with, there must be something to him. See: Relationship Poaching and Married Men being more desirable.
4. A man has to care because he has the biological impulse to do so, but you also have to remember: This is a man who is committing to you as a life partner. If he has to be reminded that tons of guys have reached that "peak" with you, it makes him feel like he doesn't really have your heart on a basic level. That kind of thing is hard to get past, sometimes. Especially if a member of your "list" is someone he hates or if it's just plain long.
5. Sometimes you will question your ability to really make your wife happy on the sexual level. A man, if he decides to commit to you, wants to be the best you've ever had because you make him so happy in a unique way. The more partners a woman has had in her past, the more likely she'll have run into a guy with a giant D or was just plain good, or both. When a man is unsure if he can please you best, he'll worry you'll look for that kind of fulfillment elsewhere.

Ideally, in an era with birth control, abortion (gawd forbid you'll ever need one), and paternity tests, we could overcome all of this mentality, but hey...
