WWE is only testing people because someone got tested on their own and tested positive. Their response is to test everyone that was at the PC on the 9th. Before this, they weren't testing anyone, just doing temp checks.

Alexa Bliss detailed what they're doing, which is temperature checks and asking if people feel okay. Stephanie McMahon also did interviews prior to WM saying the same thing: They're doing temperature checks and anyone who reports symptoms are sent home immediately. HHH said they sprayed down the PC with some magic chemical that lasts 3-4 months () and they ask people to keep some distance between each other. They literally hadn't done any testing on site until now. After someone got tested off site. Had they done testing on site, that person wouldn't have been allowed in the PC and potentially spread it to everyone in there. Instead they did temperature tests but this person didn't have a temperature at the time so that was good enough for them.

And then they didn't tell all the people who were exposed for a week.

Correct. They just started doing testing after this mystery person tested positive. And all the reports were that it was a huge clusterfukk of the entire crew and all the performers just standing outside in a big line as they waited for tests and the tapings were hours behind schedule because they had no idea what they were doing since...they hadn't been doing them at all.
