The three person narratives/switching is going to be hard to beat. I've had this talk with several people, from what I gathered, it either has to feature some(if not all) of the GOATS (Fido, Tommy, Nico, etc) or at the very least, make a return to Vice City. You can look for forums about the most wanted protagonist, and it always comes down to Tommy.

Probably the worst story and characters of any gta game was v.
The writing,story and missions were so trash.
