The dropoff from Doggystyle to The Doggfather might've been the biggest in hip-hop history....I wouldn't call the album entirely wack but it was pretty average by Death Row standards that were dropping classic after classic album at the time.
But there was so much going on with Snoop at the time that it should've made for a more inspired/compelling album but it was the opposite. He was also taking subs at Tupac on a few songs which was wack of him to do. Snoop had a chance to show that he was the #1 artist on Deathrow without Dr Dre and he dropped the ball.
Even after death, Pac was still shytting on Snoop.
