They already have that. Up until Cena's injury, it was the "Reigns tour" (Roman defending the title on top) and the "Cena tour" (Cena against Del Rio). Now, Reigns and his belt headline the A-tour and Dean and his belt headline the B-tour. In the 80s the IC Title would headline a tour and the World title would headline a tour. It would actually elevate and protect either the US or IC belt, if it had to headline a touring group and a tv show.
This is the key. It almost has to be two competing groups. We all know competition is what makes wrestling good. Two separate writing and booking teams. They would compete for house show draws, ratings, Vince's love, fan reactions, etc. Since there is no competition now, the natural and smart thing to do is play it safe, which is what we have. They have a few good ideas but the problem is theyre being smart and stretching out the angles over too much time which leads to repetition and boring ass shyt.
NXT is good because it's its own thing with its own bookers. And there's probably groups in the WWE higher ups that want it to fail and Trips' crew who wants it to succeed, which makes Trips and co work hard to make it good. Raw needs an enemy to be good. When WCW was a nonfactor, Raw sucked balls. Jobber matches, taped episodes, etc. When the nWo came out they had to actually try, and we got the glory days
edit of course, this won't happen because USA wouldnt let it happen even if WWE wanted them to.
USA is very reliant on WWE to keep their ratings averages up. So if something or someone was hot on SD, they would make them put it on RAW anyway
