What's ya'll logic on getting tickets for NOT wearing a seatbelt?

I will not contest the benefits of wearing a seatbelt, that is not my argument. My thing is why ticket anyone for it? Not wearing a seatbelt is not in the same boat (fukk that, same universe) as a DUI, wreckless driving, running red light, etc. Its a BS law simply to drive revenue.
