Number one still has to go to James Madison. Literally the only time in our history that Washington was captured and burned down due to inept policies from the white House . If they wanted to , Canada could have single-handedly ended America on that day thanks to Madison.
Now as for the modern era its kinda close. Definitely debatable. Until he starts a forever war, i personally think bush out does him. Ten thousand service men died for no reason from that bullsht war and we and our children will be paying taxes for it for the next century through federal interest. This ignores the nearly hundred thousand , innocent nonamericans that died in the region or the chaos the power vacuums caused.
For all his faults, trump hasnt started a forever war. But i will admit his current economic policies are definitely worse than bush or even Reagan. Definitely a top 5 WOAT
