Actually that's how most cell phone carriers provide phones now. you pay monthly fees for them and turn them back in when done.

Sprint Easy Pay, Verizon Edge, T-Mobile Jump, AT&T Next they're all basically renting a phone turning it back in and restarting the process over again.
