That's everywhere. Look at the reality TV after Survivor blew up in 2000. Look at cartoons today that don't hold a lick to the 90s. Look at schools with their dumbed down standards.

Good news is that with Obama in office, people are trying to raise standards of entertainment again.

I think that the production from the 90's was superior and complex, even though it was more sample based, but the beats lent themselves to someone to have skill to ride them lyrically. Today's production is pretty simple and a lot of it sounds the same. The south's rise and their laid back flows I think caused people to be lazy w/ things.

The 90s, you have to be a skilled producer to match the MC's style of rapping. Beats sound way dimmer, more smooth jazz influenced. After the soul sample in the early 00s with old Kanye and Just Blaze, that is when production went up in quality. They were faster paced and more versatile in sound, as well as more vibrant and catchy.
