Here's why (only speaking for Toronto because the rest of Canada doesn't matter)

1-the dollar is always gonna be an issue
2-public here doesn't have the appetite to be swindled into diverting millions in tax dollars for a stadium
3-most football fans here already have their teams
4-most importantly, if an NFL franchise ever came here, it would kill the CFL franchise in Toronto and the NFL doesn't want to do that (and the CFL takes a huge hit being a Canadian league with no team in the biggest market)
