The headline was purposefully provocative because of "Any press is good press thinking". Thr problem with this in modern day is that most people are just reading headlines and if you actually want to make a point to the reader and not just click bait it should be emphasized in the headline.It's pointing out Regan's/Republican's racism and their fear of Black gun owners and how that fear spurred action on gun control.
