There's this great documentary I saw on PBS that had the same topic but it was when britian abolished slavery. The government had to bailout all the slaveowners and it was the biggest bailout in their history even until now.

They had Insurance on slaves. I always assumed the compensation came from there. But yes a lot of this information is out there... At this point I don't think you can expect them to put any of it forward.

This is good material for a legal claim for reparations.
