This is why i define street level heroes based on the type of people they fight as opposed to their power level.
For all the power spiderman has for example he uses it mainly to fight purse snatchers and bank robbers.

Yet you invoke the name of Captain America who belongs to a group called the Avengers which is based on retaliation against evil.
