Washington never held Africa high on foreign policy priorities. It has focused on security issues and looking for militants, hell the biggest issue in the past has been Africom location and the occasional flare up in DRC and South Sudan. One would argue that individual agendas have driven foreign policy e.g. Susan Rice and her protection of Kagame, Jendayi Frazier and her dealings with Zenawi in East Africa. Most of the dealings have not been spearheaded by the Secretary of State though i am sure they consent to it. It's very different from the US dealings in the Middle East and Latin America. Egypt is the country they deal with but that is with regards to the Israel/Palestine issue and more of a middle east policy.

Not really. Africa still has a shyt ton of resources, Europeans didn't even really make a dent in the natural resources. The problem is almost every African nation is controlled by corrupt politicians and businessmen who are selling land worth millions and billions in the long term, for petty bribes.
