Safe + Sound got overlooked because the production is less commercial than the Chronic and it didn't enjoy the support of a major label.

That's not to downplay the production on the Chronic.

It's just that:

I heard that statement before. but I don't buy it.

Dre sampled and was influnced by Pfunk way more than Quik was.

Quik was just more focused on recreating the musicality of his influences rather than just molding them into gangsta rap. Plus his influences stretched beyond Pfunk.

Yeah honestly I've always heard more Zapp & Roger in Quik's style than PFunk :yeshrug:
