and low skilled and low education workers regardless of race compete with legal and illegal immigrants with low skills

for example a 16 year old looking for a job at a fast food or retail place has to compete with immigrants not to mention a lot of entry level jobs that are popping up that require bilingual speakers

just a bilingual speaker requirement shuts out a whole bunch of people
