Which #1 Jersey Should the Orlando Magic Retire? McGrady or Penny?

Shaq became the 1st player in Magic history to have his jersey retired after playing his first 4 seasons with the franchise.
Both Penny and Tracy McGrady wore #1. Only one of them can have that number retired. Who should it be?

T-Mac was there for 4 seasons (I know it seemed longer) and Penny was there for 6 seasons (even though a couple were injury plagued).
