Easily Tupac. It's a cross-generational thing with Tupac's music.. his fan base exists even without him. Eminem sells a lot but it's not always a solid fan base.

I'd say it's a toss up between Nas/Em/Pac depending on what the criteria is.

Jay Z- he released an album that his fans could legitimately download for free and still sold 1 million+ physical copies. If that wasn't enough, some of his fans were so loyal that they bought a Samsung just so they could get the album. Let the Coli tell it, it's "the worst Jay Z album ever" and his fans still paid money for it. It's also worth mentioning that he's the only rapper besides Eminem who can say all their albums are platinum

Eminem- 15 years after his debut and this guy still has fans that are paying for his music regardless of how wack (Encore).

2Pac- His Greatest Hits is the highest selling greatest hits compilation in Hip Hop. His old music selling as much as biggest album speaks volumes.

Nas- 20 years in and he still has fans checking for his music
