Thats a function of Burkina Faso being weak. Uyghurs would've done the same if China had been weak. Look man I;m telling you how this shyt works:
1) Offer security for your citizens. This means actually being a strong country with a capable military and security at home (police).
2) Once you have #1 and they arent corrupt/abuse the citizens, you engage the local community where the terrorists are coming from. Get them young and educate them as well as give them a pipeline towards a livelyhood and jobs

Okay but Burkino cannot go back in time and fix what happened in the past that lead them to this point.
