My theory is, during the 6 year period, they ran into another enemy, and whoever it was branded people like cattle. And my guess is, this enemy infiltrated the communities based on machonne being too trustworthy and letting them in. .whoever that enemy was caused beef between maggie and machonne, and brought the kingdom down a bit.

A part of me also feels negan is no longer locked up. Noticed when they showed him he was nice and groomed up, and very healthy. I will assume whoever this enemy was, negan helped get rid of them.

Good theory. Only thing about Negan is he still seemed locked up when he was talking with Judith as she was doing homework or whatever. Maybe he just gets some outside time now
