His problem is that this strategy of being off the cuff with no real thinking except tit-for-tat hasn't been vetted for being a good long-term strategy. If anything, Obama is setting Trump up. For good, for ill? We'll see. If he gets into some warfare or something crappy with Russia it's not going to look good. If anything, it will have the side effect of confusing us Americans.
