I don't think it legally applies, but I think he'll find that praising another leader like that so publicly and glibly will bite him in the ass later.
His problem is that this strategy of being off the cuff with no real thinking except tit-for-tat hasn't been vetted for being a good long-term strategy. If anything, Obama is setting Trump up. For good, for ill? We'll see. If he gets into some warfare or something crappy with Russia it's not going to look good. If anything, it will have the side effect of confusing us Americans. It'll be hard to understand who is a real threat and who isn't.

I disagree. I think a lot of people are paying attention, especially through their favorite media channels. I think people will also remember (though not all the details). And of course, expect people to rehash and oversimplify points 1000X times through the next several years.
