I'll save you the headache of EU politics...basically rich countries (the West) pay more for the EU budget than the poorer countries (the East) while they all benefit of it. On top of that you have specific programs channeling money to poorer regions (mainly in the East) to help them develop. This actually starts even BEFORE countries join the EU. I don't remember the exact name of the program but it's basically a solidarity thing and trying to bring those countries to average (Western) standards.
