It's a toss up white names make it smoother in some sense but then again African names are too complicated for little kids sometimes but if Condeleeza with her name can make it anyone can.

I instantly think Cuban when I hear that name.

Spain is the mother country (i.e. Colonizer) of all hispanic countries. Raul is a name for Spainards. Cubans just co-opted it.
