There's hella instances of this, but look at Mexico, for example. Government officials and the 'higher class' often look very white, and there's a lot of Mexicans that can trace their lineage directly back to Europe.

You'll see this in place like Argentina, Cuba, Brazil etc.

Hispanic/Latino is an ethnicity. Within it you have a wide range of skin tone. I'm pretty much a white Hispanic. Most Mexican people I know range from light to very, very dark. I knew a Salvadorian who was darker than a lot of black people. Not to mention actual black Hispanics
