Plus he is young and the last thing Hillary would want in a VP is another old person.
Thing is he hasn't even been a real mayor. San Antonio has a ceremonial mayor position, it's like a figurehead of the city type deal. The actual executive is ran by a city council commissioner or some shyt.

She could go with former Los Angeles mayor Antonio Villaraigosa, he has been a supporter and Clinton insider for a while now. That is if she was going to target a hispanic pol as her running mate.
If securing the latin vote was not a consideration then I could see her picking someone like Wesley Clark just for his military bona fides.
