I'd say either Yukmouth, Tragedy or Tash.

The 2 obvious are Black Thought & AZ. People now tend to say Black Thought is one of the greats, but don't listen to his music or The Roots at all. And AZ is pretty much a perfect package of a rapper, but will never catapult yet still has a legion of loyal fans...and he's comfortable with it.
