A lot has to do with the interviewer.

Sometimes they are ill prepared

lack energy,
or are expecting the artist, the guest, the musician to just perform like usually, but no comprende that they are expecting something different although some stay in character ala Rick Ross

Some of the ones voted for good interviews not to take anything away from them they got off camera personal relationships with them, so they just chopping it up natural as usual
