Lil Wayne had a monster run. So did LL and 50. It's hard to choose 
Probably Rakim from 87 to 89
His flow and Lyrics was so much better than other rappers
When Kane came out in 88 he gave Rakim a run for his money when it came to flow but still wasn't touching Rakim lyrically

There is an other option if it doesn't tickle your fancy. All of them had periods of holding the ball solo.
This is where we disagree I guess. You cant even mention Jay/Nas alone in any breath. At no point was either seen as an undisputable best of the other. Thats why its a 20yr stan war going on. Same for Big/Pac.
