I think its hands down Rey. I have never seen someone job so hard with the title(Save the Orton jokes. He always goes over when it counts) I don't remember any feuds, any significant matches. Just the fact that he jobbed on SD every week almost. And now that its come out that Vince never wanted him as champ, it all makes sense.

Rey had a great rumble performance and a good mania match then proceeded to job to almost every heel on smack down

Swagger had high lights like the swagger soaring eagle and the swaggie but he just was so hot spotted in nobody cared about him winning mitt and they didn't really care beside the typical mitt cash in hype for him to win. Fans exploded when zinger won and treated him like a face and still show flashes of support for him but to me swagger is one of those just to get by types.

Beniot's was pretty bad too. It was almost Punk like in terms of being shafted for much bigger names like HHH and HBK. But at least Punk still had quality opponents. The only feud I remember him in was against Kane And he was mainly teaming with Edge during that time also
