Birria is traditionally a regional food. Specifically from Jalisco and the surrounding states. A lot of people in California have roots in Jalisco that's why it's better in Cali. Birria became popular on social media so now people with mexican restaurants are making it across the US eve though their families don't come from Jalisco. Certain areas are known for certain tacos. Michoacan and carnitas, Mexico City and Al Pastor, Hidalgo and Barbacoa, etc..
