Rhyme schemes --> Yuk & Casual
"Flat-out writing" --> Boots Riley
"Flat-out rapping" is a tough one... cases can be made for Andre Nickatina, Spice-1, Messy Marv, etc.
As far as most complete of an artist though imo it's The Jacka. He had a better ear for production & more musicality than a lot of folks and he knew how to switch up the flow to rap on production from other regions. Also a top tier writer & knew how to evoke a feeling with words in ways very few period can do.
