The bank or the dealer if they financed
If they can’t find him then he still own it. To answer the question it’s the same as a house your the owner the bank has a lien on it until loan paid off.

As long as you make the payments you own the car. However, if you stop making payments then whoever financed you has the right to take the car without giving you back what you have already invested. So, I guess, in a sense both the owner and the financier own the car until it’s paid off

Absolutely not. A sovereign citizen is an oxymoron. A citizen is a subject, the diametric opposite of a sovereign.
But think about this:
Title for the car passes to the State. You receive a certificate of title. Certificate of a thing is not the thing itself. A certificate is mere recognition or commemoration.
The vehicle is registered to the State. Registries and the contents therein are property of the State.
A driver receives permission (license) to move the vehicle over State roads. The roadways and high ways are regulated by law enforcement. The vehicle receives a license plate. Both the license and the license plate tag have fees (taxes) paid periodically.
Both the vehicle and driver are required to be insured by law.
Possession, paying for, or financing of a given piece of property doesn't constitute its absolute ownership. At best, the "owner" of property tenures (holds) qualified ownership which is a degree less than absolute. The "owner's" ownership is subject to other parties interests therein i.e. the bank, the State, the insurance company, and the general public.
