The tapered fro’s got popular in the mid 2010s so of course those afro’s would naturally progress to braids and dreads with tapers.
As for who started it. I guess OBJ? He made the nappy fro popular again but I don’t recall him ever having braids.

Prolly LA or the Bay tbh looking back. I know in NY they were doing the taper with locs but at the time braids seemed like more of a west coast thing. So prolly around 91 or so
